The Federal Government has concluded arrangements to formally implement a proposed 40 per cent salary increase for academic staff in federal universities, with an official agreement scheduled to be signed with the Academic Staff Union of Universities (ASUU).
A circular issued by the Federal Ministry of Education invited Vice-Chancellors and Registrars of all federal universities to attend the agreement-signing ceremony between the Federal Government and ASUU.
The signing is slated for Wednesday, January 14, 2026, by 11:00 a.m., at the Conference Hall of the Tertiary Education Trust Fund (TETFund) in Abuja.
The circular, dated January 5, 2026, and referenced FME/IS/UNI/ASUU/C.11/Vol.V/82, was endorsed by the Director of University Education, Rakiya Ilyasu, on behalf of the Minister of Education.
According to the Ministry, the agreement marks a major step toward restoring industrial harmony within Nigeria’s university system, improving teaching and learning conditions, and strengthening the Federal Government’s long-term commitment to education sector reforms. The development aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda for national growth and development.
The Ministry stressed that attendance at the event is mandatory for all invited Vice-Chancellors and Registrars, highlighting the importance attached to the agreement and its implementation across federal institutions.
The salary increase follows the Federal Government’s proposal, which ASUU accepted late last year, signaling progress toward resolving long-standing disputes linked to the 2009 Federal Government–ASUU Agreement. The prolonged renegotiation of that agreement has fueled repeated industrial actions in the university sector for more than a decade.
ASUU confirmed that a fresh agreement was reached with the Federal Government on December 23, 2025, effectively concluding the renegotiation of the 2009 pact.
Under the new terms, professors are expected to earn pensions equivalent to their annual salary upon retirement at the age of 70. The agreement also provides for the establishment of a National Research Council, which will be funded with at least one per cent of Nigeria’s Gross Domestic Product to support academic research.
The agreement will take effect from January 1, 2026, and is subject to review after three years.
Additional provisions include a revised university funding framework with dedicated resources for research, libraries, laboratories, equipment, and staff development. It also strengthens university autonomy, guarantees academic freedom, and introduces elected academic leadership positions such as Deans and Provosts, with eligibility restricted to professors.
The agreement further assures that no academic staff involved in the negotiation process or past industrial actions will be victimised.
ASUU leadership has urged the Federal Government to ensure timely implementation of the agreement and to extend negotiations to other university-based unions to promote lasting stability within the tertiary education system.
The 2009 Federal Government–ASUU Agreement has remained a recurring source of conflict in Nigeria’s university sector, largely due to delays and gaps in implementation. The forthcoming signing is widely viewed as a decisive move toward resolving these long-standing issues and improving the welfare of academic staff nationwide.
