NYSC to Mobilize ND-Part-Time/HND Full-time Graduates, Directs NBTE to Expedite Data Collection
To address this gap, a new data bank has been created specifically for ND-PT/HND full-time graduates. The NYSC expects that the details of affected prospective corps members (PCMs) will be collated and uploaded to this database to facilitate mobilization.

The National Youth Service Corps (NYSC) has moved to address the long-standing concerns of Higher National Diploma (HND) graduates regarding their mobilization for the one-year mandatory service. In a letter dated March 12, 2025, signed by the Director of Corps Mobilization, Abubakar Mohammed, the NYSC urged the National Board for Technical Education (NBTE) to accelerate the collation of HND graduates’ details for immediate mobilization.
According to the letter, NYSC clarified that the Letter of Exclusion issued by the scheme applies strictly to part-time graduates. In contrast, full-time HND graduates are entitled to either a Certificate of National Service (CNS) or a Certificate of Exemption (CoE), depending on their eligibility.
The letter also referenced a recent stakeholders’ meeting where the Joint Admissions and Matriculation Board (JAMB) made it clear that it does not conduct HND admissions and, therefore, cannot provide any assistance in the mobilization process. To address this gap, a new data bank has been created specifically for ND part-time/HND full-time graduates. The NYSC expects that the details of affected prospective corps members (PCMs) will be collated and uploaded to this database to facilitate mobilization.
In light of this, the NYSC has requested the NBTE to hasten the data collation process to ensure timely mobilization of eligible graduates. This directive comes as a relief to many HND holders who have faced delays and uncertainties regarding their participation in the NYSC scheme.
With this latest development, ND PART-TIME/HND FULL-TIME graduates can now anticipate a smoother mobilization process, provided the NBTE acts swiftly to compile and submit their data to the NYSC.
