How the NBTE and NYSC Industrial Training Policy Affects ND Carryover and Extra-Year Students Applying for HND Admission
The National Board for Technical Education (NBTE) has made Industrial Training (IT) completion compulsory for all polytechnic students aspiring for admission to Higher National Diploma (HND). Furthermore, the IT completion letter is now a mandatory prerequisite for NYSC mobilization. This directive takes effect from the 2024/2025 academic session.
According to a report, some ND graduates intentionally avoid Industrial Training (IT) after graduation, and in a bid to close this loophole, all polytechnics in Nigeria have been instructed that only applicants who have successfully completed their one-year Industrial Training (IT) will be offered admission and cleared.
This directive means that an IT completion letter is now a mandatory prerequisite for HND admission consideration and NYSC mobilization.
In a polytechnic, after an ND student graduates, the student is expected to complete one year of Industrial Training or wait for one academic session. ND students or graduates with a CGPA below 2.50 (Pass) are expected to wait for two years or two academic sessions before applying for HND admission. Before this Industrial Training policy was introduced, some polytechnics did not strictly verify IT completion. However, the NBTE has now mandated that all polytechnics ensure HND-admitted students participate in the one-year Industrial Training.
Although this has been the normal practice in polytechnics in past years, it was not enforced as strictly. Previously, some private polytechnics might offer admission to extra-year students who had cleared their results without completing the one-year Industrial Training. However, now all ND graduates must undergo Industrial Training after completing their ND. Failure to adhere to this directive may render students ineligible for NYSC after graduation.

How This Policy Affects Carryover Extra-Year Students
This latest development affects extra-year students because they will have to spend an additional year at home after clearing their carryover (C/O).
For example, if you are an NDII student who started your National Diploma programme in the 2021/2022 session and had a carryover in your 2022/2023 NDII First or Second Semester, you are not eligible to purchase the HND form for the 2024/2025 session, even though your normal Industrial Training year should have been 2023/2024. This is because the new NBTE directive to polytechnics makes it MANDATORY for all ND graduates to complete a one-year Industrial Attachment and present their completion letter at NYSC camps before registration into camp. This means that if your Industrial Attachment does not cover one full year by the date of your ND graduation, you will not be allowed to register for NYSC.
As an extra-year student, you have not met the requirement for purchasing the HND admission or Screening form because your Industrial Attachment begins from the month you wrote your extra-year examination.
For further explanation, if you have a carryover during your NDII first or second semester and have cleared it, you are not eligible to apply for an HND admission form until after one year. This is due to the IT completion policy. Your graduation year starts from the date, semester, and academic session in which you wrote your carryover examination, not when you signed out. This means your Industrial Training begins from the date your final result is approved by the academic board, meaning you will have to stay at home for one year before any school can offer you admission. That one year is for your IT completion program.

For extra year students who graduated with a pass grade, they will have to wait for two years after clearing their carryover (C/O) and having their results approved before they are eligible to apply for the HND admission form.
For instance, if you had a carryover or extra year in the 2023/2024 session, signed out during the 2023/2024 academic session, and cleared your carryover in the 2024/2025 session, you would have to wait until the 2025/2026 academic session before you are eligible to apply for HND.
However, if you manage to gain admission or bypass this policy, you may face NYSC mobilization challenges after graduation because the National Youth Service Corps has stated that polytechnic graduates or holders of the Higher National Diploma without evidence of completing the mandatory 12-month industrial training will not be registered at the NYSC orientation camp to participate in the national youth service.
This means you will have to wait 12 months, or one academic session, after your final result is approved before you can apply for HND admission.
According to An NYSC official, “This is a directive from the NYSC headquarters in Abuja. So, we are just complying with the order.”

ASUP Backs NYSC
In an interview, the National President of the Academic Staff Union of Polytechnics, Mr. Shammah Kpanja, supported the NYSC policy.
“The industrial attachment is an extension of the National Diploma programme and is a critical requirement for advancing to the Higher National Diploma. To be eligible for the HND, you must complete a one-year industrial attachment, where you acquire practical industry skills relevant to your field of study. After completing the IT, you can then enroll for the HND.
“However, some students bypass this requirement by staying at home after their ND and falsely claiming to have completed the IT when they apply for the HND. This deprives them of the practical experience that is essential for their development. The one-year industrial attachment is not just a formality; it’s a mandatory part of the training, and the skills gained during this period are expected to be demonstrated during the HND programme.”
The ASUP President explained that the NYSC’s decision not to admit polytechnic graduates without IT certificates followed communication from the National Board for Technical Education.
“The one-year IT is compulsory and is a key criterion for admission into the HND. The National Board for Technical Education has communicated to the National Youth Service Corps that IT is mandatory, ensuring that students who skipped this step are not mobilized for the NYSC. The entire programme spans five years, and the inclusion of the industrial attachment is fully supported, as it provides invaluable experience for students,” Kpanja said.
In conclusion, if you are an ND carryover extra-year student, we advise you to clear your carryover as soon as possible to avoid staying at home longer as a result of this policy.
