Polytechnic Union Faults FG’s Proposed TISSF, Demands Settlement of Outstanding Arrears

The Senior Staff Association of Nigeria Polytechnics (SSANIP) has criticized the Federal Government’s proposed Tertiary Institutions Staff Support Fund (TISSF), a zero-interest loan scheme aimed at supporting tertiary institution workers.
In a statement signed by the National President of SSANIP, Comrade Philip Ogunsipe, the union acknowledged that while the initiative shows an attempt to address financial pressures faced by staff, clearing long-standing arrears should take priority before introducing new schemes.
According to SSANIP, polytechnic staff across the country have endured years of unpaid entitlements, demonstrating patience despite economic hardship.
“The current economic reality has left many citizens struggling, and workers in tertiary institutions feel the impact more severely. While we appreciate government efforts such as the proposed TISSF, it is only just and fair that arrears already owed to staff are settled first,” the union stated.
List of Outstanding Arrears
The union highlighted several unresolved obligations owed to polytechnic staff, including:
- CONTEDISS 15 Migration arrears dating back to 2013
- Promotion arrears for 2023, 2024, and 2025
- One-year salary arrears from the 25% and 35% salary increases
- Minimum wage consequential adjustment arrears
- Outstanding wage awards owed to staff
SSANIP argued that these arrears far outweigh the benefits of the proposed loan scheme, noting that they represent rightful payments for services already rendered rather than optional allowances.
Concerns Over the Loan Scheme
While not dismissing the TISSF entirely, the union warned that rolling out a loan programme before settling arrears could worsen financial stress for workers who are already in debt.
“Introducing a loan facility without first addressing arrears risks placing staff under additional strain. Many are already managing personal debts and may be reluctant to take on new obligations, even at zero interest,” the statement added.
Call on Government
SSANIP urged both the Federal and State Governments to redirect funds meant for the TISSF toward clearing outstanding arrears, stressing that doing so would restore confidence among staff and boost morale within the polytechnic system.
“This would send a strong message that the government values its workforce and is committed to honouring its obligations. Our demand is simple: justice before charity. Once arrears are paid, staff will be better positioned to welcome new welfare initiatives,” the union declared.
The association emphasized that polytechnics remain a vital part of Nigeria’s educational and developmental structure, and staff who sustain the system deserve respect, fairness, and timely payment of their entitlements.
