How to Start a Money Lending Business in Nigeria and Get Licensed

Money lending remains one of the most profitable ventures in Nigeria due to the country’s economic situation and the financing gap for small businesses. Many individuals borrow to meet personal needs, while countless SMEs depend on loans to stay afloat. This creates a steady demand for private lenders who can provide accessible funding. If you are considering entering this sector, understanding the licensing process and financial requirements is essential.

Capital Requirement to Start a Loan Company in Nigeria

The law requires a minimum share capital of ₦20 million for anyone starting a licensed money lending company. This ensures that only serious and financially capable operators can enter the industry. The amount covers the need to disburse loans in bulk before profits begin to roll in, making sufficient capital a non-negotiable requirement.

Steps to Register a Money Lending Company in Nigeria

Step 1: Incorporation with the Corporate Affairs Commission (CAC)

You must first register your business with the CAC. This process can largely be completed online via www.cac.gov.ng. It involves:

  • Reserving your business name
  • Completing the CAC 1.1 pre-registration form
  • Paying stamp duty and filing fees
  • Uploading documents such as CAC1.1, MEMART, ID of directors and secretary, proficiency certificate, stamp duty certificate, and payment evidence
After uploading, the original copies must be submitted at the CAC office for final approval.

Step 2: Application to the Magistrate Court

Once incorporated, apply to the Magistrate Court with:

  • Application letter
  • Certificate of incorporation
  • Memorandum and Articles of Association
  • Tax clearance certificate
  • Police clearance
  • Evidence of an active bank account
  • Certified CAC forms 2 and 7

If approved, you will be issued Form B of the Money Lending Ordinance, which allows you to proceed to the Ministry of Home Affairs.

Step 3: Application at the Ministry of Home Affairs and Tourism

Here, you are required to:

  • Pay ₦10,000 to purchase the money lender certificate
  • Obtain an invoice of ₦50,000
  • Submit your application with Form B, Form C, incorporation certificate, police report from the Commissioner of Police, PAYE certificate, and three years’ tax clearance certificate

Step 4: Office Inspection and Licensing

The Ministry will conduct a physical inspection of your business office. Once successful, your Money Lending Permit will be issued, officially authorizing you to operate as a lender in Nigeria.

Additional Preparations for Smooth Operation

To run a sustainable lending company, you should also:

  • Develop a money lending operational manual
  • Prepare contracts, repayment schedules, and loan application forms
  • Invest in a digital loan management system for efficiency
  • Seek professional legal and financial advice to ensure compliance with regulations
The money lending business is a high-demand venture in Nigeria, but it requires proper licensing and compliance with regulatory procedures. With adequate capital, legal permits, and the right operational structure, you can build a profitable and long-lasting finance business that caters to individuals and SMEs.
