Federal Government Secures $700,000 ECOWAS Renewable Energy Grant for Schools Solar Power Infrastructure

Nigeria has secured a $700,000 grant to electrify public health centres and educational institutions under a regional clean energy programme aimed at expanding off-grid electricity access across West Africa.

The funding was obtained by the Rural Electrification Agency (REA) from the ECOWAS Commission, following the signing of a Memorandum of Understanding under the Regional Off-Grid Electricity Access Project. The initiative will support the deployment of solar photovoltaic systems to 15 public institutions across the Federal Capital Territory, Niger State, and Nasarawa State.

Solar Power Expansion for Critical Public Institutions

Under the agreement, the grant will finance the installation of standalone solar power systems in selected rural schools and healthcare facilities. The intervention is designed to improve energy reliability, reduce operational costs, and eliminate dependence on diesel generators in underserved communities.

The project marks Nigeria’s pilot implementation phase under the Regional Off-Grid Electricity Access Project, a programme supported by the World Bank to deepen off-grid electricity markets and accelerate renewable energy adoption across West Africa and the Sahel.

The REA will serve as the technical and financial implementing agency, overseeing procurement, installation, and project delivery.

Strengthening Regional and State-Level Collaboration

In addition to the regional agreement, the REA signed a separate Memorandum of Understanding with the Niger State Government to enable state-level collaboration and counterpart funding for selected sites within the state.

The partnership structure establishes coordination between federal and subnational authorities to ensure efficient project execution, monitoring, and sustainability. A dedicated Project Implementation Unit will be created within the REA, working alongside the regional project team and steering committee.

The Governor of Niger State, Mohammed Umar Bago, reaffirmed the state’s commitment to providing necessary counterpart support to guarantee successful delivery of the solar infrastructure in rural facilities.

The Managing Director of the REA, Abba Aliyu, described the agreement as a significant milestone in strengthening energy access for essential public services. According to him, electrifying healthcare centres enhances medical service delivery, while powering schools improves learning environments and educational outcomes.
