The Federal Government has confirmed that the Bilateral Education Agreement (BEA) Scholarship Programme remains suspended, despite its inclusion in the 2026 national budget.

This clarification was provided by the Federal Ministry of Education, which explained that the budgetary allocation does not indicate a reinstatement of the scheme or the resumption of new scholarship awards.

According to the ministry, the presence of the BEA line in the 2026 budget is a carryover from the 2025 fiscal framework, which had already been approved before the government decided to halt new scholarships under the programme.

The Minister of Education, Tunji Alausa, stated that due to established budgetary processes, previously approved allocations cannot be removed retroactively. He explained that the 2026 budget largely mirrors the 2025 structure, with existing entries automatically retained as part of standard government financial procedures.

He emphasized that the continued appearance of the BEA allocation is strictly procedural and should not be misinterpreted as a policy shift. The government, he said, has not reversed its decision to discontinue new awards under the scholarship scheme.

The ministry further noted that any modification to the BEA budget component would require an official virement process, which allows funds to be reallocated in line with current government priorities and policies.

Despite the suspension of new intakes, the Federal Government assured that all existing beneficiaries studying abroad under the BEA programme will continue to receive full financial support until the completion of their studies. This includes tuition, stipends, and other agreed obligations.

Authorities also urged the public to disregard misleading claims suggesting that the scholarship scheme has been reinstated. The ministry reiterated its commitment to transparency, fiscal responsibility, and efficient management of public resources.

The decision to discontinue the BEA programme was earlier announced following concerns about its sustainability and overall effectiveness. Government officials cited issues such as weak monitoring systems, lack of academic performance tracking, and inefficient use of public funds.

The Minister had previously raised concerns that the government continued to sponsor students abroad annually without a robust mechanism to assess their academic progress or ensure value for money.

As part of a broader education reform strategy, the Federal Government revealed plans to redirect funds previously allocated to the BEA scheme toward domestic scholarship programmes. The goal is to expand access to quality education within Nigeria and benefit a larger number of students.

The BEA scholarship programme, established through bilateral agreements with countries including China, Russia, Algeria, Hungary, Morocco, Egypt, and Serbia, has historically enabled hundreds of Nigerian students to pursue higher education abroad with government sponsorship.

However, the programme has faced increasing criticism in recent months, particularly from some beneficiaries overseas who reported delays and challenges in receiving their entitlements.

With the latest clarification, the government has reaffirmed its position, signaling a strategic shift toward strengthening Nigeria’s local education system while maintaining commitments to students already enrolled under the BEA scheme.
