Polytechnic lecturers get three-year deadline for doctorate degrees

The National Board for Technical Education (NBTE) has mandated principal lecturers in polytechnics to obtain doctorate degrees within three years, as part of the newly approved scheme of service for polytechnics and similar tertiary institutions.
In a circular addressed to Chairmen of Governing Councils, Rectors, Provosts, and heads of polytechnics and Technical and Vocational Education and Training (TVET) institutions, the changes were outlined following approval from the Office of the Head of the Civil Service of the Federation.
The circular, signed by NBTE Executive Secretary, Prof. Idris Bugaje, stated, “The Office of the Head of the Civil Service of the Federation has approved the Schemes of Service for Polytechnics and Similar Tertiary Institutions in Nigeria and was formally presented to stakeholders on Wednesday, 19th June 2024.”
Bugaje explained that Chief Lecturers without doctorate degrees would retain their current ranks but are encouraged to pursue Ph.Ds. However, principal lecturers must acquire their doctorates within a strict three-year timeline.
The circular also granted a three-year moratorium for senior lecturers and principal technologists to obtain National Skills Qualification (NSQ) certifications.
Addressing the issue of promotion skipping, Bugaje noted that approval had been sought from the Office of the Head of the Civil Service of the Federation. He stated, “This can therefore be allowed for all cadres since there is litigation on the matter awaiting final resolution.”
The NBTE also announced the discontinuation of the Instructor cadre. Existing instructors will transition laterally to the Lecturer/Technologist cadre, provided they meet the required qualifications for future promotions.
Additionally, the circular clarified that the highest rank for Technologists remains the Technological Officer level, as the existing cadre does not align with polytechnic job specifications.
On the appointment of Registrars and Bursars, Bugaje confirmed that the required years of experience would follow the standards set for the Registrars’ cadre.
Reiterating the importance of compliance, Bugaje urged stakeholders to fully implement the changes, stating, “It is my hope that you would ensure strict compliance and full implementation of the schemes of service.”
He assured stakeholders that clarifications would be provided where necessary, promising smooth enforcement of the reforms.
